The Department of Public Works, Roads, Energy and Transport in Siaya County, led by Chief Officer Dr. Nicholas Kut Ochogo, today held a high level consultative meeting to address rising road accidents and develop effective strategies for rapid medical evacuations and enhanced vehicle security.
The session brought together departmental staff and key stakeholders to brainstorm practical solutions aimed at improving emergency response times and overall transport safety across the county.
Dr.Ochogo highlighted that, in most accident scenes, boda boda riders are often the first responders on the ground, providing immediate assistance before ambulances can arrive.
To build on this reality, the meeting resolved to engage boda boda industry players in offering mobility services for swift evacuations whenever accidents occur within Siaya County.
Among the key proposals was the need to procure new vehicles and motorcycles, which the department will forward to the County Procurement Unit for inclusion in future budgets to prepare for such emergencies.
Additionally,Dr.Ochogo suggested disposing of old and outdated mobility assets such as fire engines and tractors once new ones are acquired, to optimize resources.
The meeting identified Ugunja, Ugenya, and Alego Usonga as priority locations for establishing dedicated offices and workshops to support these operations.
Under the leadership of Governor James Orengo, the County Government of Siaya has prioritized sectoral improvements through substantial budgetary allocations in its County Integrated Development Plan (CIDP 2023–2028) and Annual Development Plans (ADP).
These funds support the maintenance and upgrading of county operation machines, including ambulances, vehicles, and motorbikes dedicated to medical emergency evacuations and disaster response,as recommended by the Department of Public Works, Roads, Energy and Transport.
The Chief Officer has initiated a rapid deployment system to replace old, dilapidated Inspectorate vehicles with modern, reliable units for the county workforce.
Furthermore, the department is collaborating with the Department of Finance and Economic Planning, as well as the Directorate of ICT, to implement vehicle tracking mechanisms that enhance security, ensure compliance, and address necessary budgetary provisions.
This strategic approach underscores the county’s commitment to safer roads, faster emergency responses, and secure, efficient vehicle management.
