Breaking Barriers in the Sky and Beyond: The Extraordinary Journey of Dr. Eunice A.J. Dobby

Every year during International Women’s Day which was celebrated on March 8 the world celebrates women who redefine leadership, courage and service.

Among them stands Eunice A. J. Dobby,a police officer, pilot, scholar, diplomat and mentor whose remarkable journey continues to inspire a new generation of leaders.

Dr. Dobby’s story reflects the philosophy of continuous improvement and dedication to service.

Rising through the ranks of the National Police Service of Kenya from Police Constable in 1999 to Commissioner of Police, she broke barriers to become Kenya’s first fully rated female police pilot.

Her rise within the service represents a powerful example of discipline, perseverance and leadership in a profession traditionally dominated by men.

Her aviation training took her to the Oxford School of Aviation in the United States, where she earned certification from the Federal Aviation Administration and the Kenya Civil Aviation Authority.

She later served in the National Police Air Wing, eventually becoming Chief Pilot and later Deputy Commandant.

In this capacity, she led critical missions that included search and rescue operations, casualty evacuations, aerial reconnaissance, counter terrorism support and aerial monitoring during national emergencies.

From the skies above Kenya’s highways to security operations supporting agencies on the ground, her work symbolized hope and rapid response at moments when lives depended on swift action.

Alongside her operational duties, Dr. Dobby remained committed to academic excellence.

She holds a Bachelor of Commerce in Human Resources, a Master of Business Administration in Strategic Management and a Master’s Degree in International Relations and Diplomacy.

She is also a graduate of the prestigious National Defence College, an institution known for shaping senior leaders in national security and strategy.

Her academic journey culminated in a Doctor of Philosophy (PhD) in Social Transformation, Security and Sustainable Peace.

Her research focused on the role of technology in modernizing airborne policing in Kenya, demonstrating how practical experience from law enforcement can inform policies that strengthen national security.

Her work proposes innovative approaches such as the integration of CCTV surveillance along major highways, drone supported aerial monitoring and helicopter patrols during peak travel seasons and major public gatherings.

These systems, equipped with high definition cameras, facial recognition and geofencing technologies, could significantly enhance early response to crime, improve traffic safety and support modern policing strategies.

Today, her service extends beyond Kenya’s borders.

Dr. Dobby currently serves as Director of Administration and Finance and Gender Focal Point at the Regional Centre on Small Arms and Light Weapons, where she contributes to regional and international efforts aimed at controlling the proliferation of small arms and promoting peace and security across Africa.

At the same time, she continues to shape future leaders through teaching, serving as a lecturer in Diplomacy of Arms Control, Terrorism and Counterterrorism Strategies for students pursuing careers in security, diplomacy and international relations.

Beyond her professional achievements, Dr. Dobby exemplifies resilience, mentorship and dedication to family.

She is a mother of five, including twins, balancing the demands of national and international service with the responsibilities of raising and guiding the next generation.

Her influence also extends to communities through mentorship initiatives and support for small traders and artisans, empowering individuals to build sustainable livelihoods and strengthen community resilience.

Her distinguished service has earned national recognition, including presidential honours such as the Order of the Grand Warrior (OGW) and the Head of State Commendation (HSC).

She has also been recognized among Kenya’s Top 40 Under 40 Women, reflecting the national and international impact of her leadership and achievements.

Despite these accolades, Dr. Dobby remains grounded in a simple but powerful belief that leadership is defined by service, discipline and the willingness to uplift others along the way.

Her journey stands as a reminder that determination, education and dedication to public service can break barriers and open new paths for future generations.

As the world celebrated the achievements of women during International Women’s Day, Dr. Eunice A.J. Dobby’s remarkable story demonstrates that when women lead with purpose, courage and vision, they do not only transform institutions,they inspire nations and generations to rise higher.
