Colonel (Rtd) Cyrus Odhiambo Oguna, now in his mid 60’s, stands out as one of Kenya’s most composed and trusted public communicators forb the past two decades.
He’s a man whose career has moved seamlessly from the battlefield to the nerve centre of national and county governance.
Hailing from Siaya County in Nyanza region,a region believed to have so many academics and Professors,Oguna’s life story is deeply rooted in discipline, public duty, and national service.
He built his professional foundation in the Kenya Defence Forces (KDF), where he rose through the ranks to attain the rank of Colonel.

Within the military, he earned a reputation as a sharp strategist and an intellectual officer, serving in several sensitive and high level assignments.
Among his most notable roles was Commandant of the KDF Intelligence Training School, a position that placed him at the core of military intelligence training, doctrine development, and the grooming of future intelligence officers.
Oguna became a household name during Operation Linda Nchi (2011–2013), Kenya’s historic military intervention in Somalia.
As the official KDF Spokesperson, he was entrusted with communicating complex and sensitive security information to a nation on edge.
His calm, authoritative briefings particularly during the capture of Kismayo, a key Al-Shabaab stronghold projected confidence and professionalism, earning him rare bipartisan respect and credibility with both the media and the public.
For many Kenyans, his steady voice became synonymous with reassurance at a time of heightened national anxiety.
After retiring from active military service, Oguna transitioned into civilian public service with remarkable ease.
In 2019, President Uhuru Kenyatta appointed him Government Spokesperson, succeeding Eric Kiraithe,a former police spokesman.
The role placed him at the centre of State communication during one of the most challenging periods in modern Kenyan history.
His tenure coincided with defining national moments, most notably the Covid-19 pandemic.
Night after night, Oguna addressed the nation on public health directives, emergency measures, and government policy responses.
His composed delivery and clarity of message helped anchor government communication amid fear, misinformation, and uncertainty.
He also found himself at the heart of politically sensitive moments, including the protracted Miguna Miguna deportation standoff, where his now famous line that, Miguna was free to return to Kenya once his documentation was in order became one of the most quoted statements of the era.
Among his most remarkable quotes, often cited by commentators and journalists as established by DailyNewsKenya-International, is his consistent emphasis on order and institutions over personalities, captured in his recurrent reminder that “government operates on the basis of law, process, and documentation.”

The line became synonymous with his communication style,measured, institutional, and unapologetically procedural.
With the end of President Kenyatta’s administration in 2022, Oguna exited the government spokesperson role following the election of President William Ruto.
His departure marked the close of an era in which his face and voice had become inseparable from official government communication.
The office would remain vacant for over a year, underscoring the weight of the role he had played, until the appointment of Isaac Mwaura “Mzungu” in October 2023.
Later on Oguna retreated back to public service this time in a new capacity at the county level in Siaya county.
He currently serves as the Chief of Staff in the Siaya County Government under Governor James Orengo.
In this role, he coordinates executive operations, advises on strategy, policy implementation, and oversees administrative linkages within the county government.
Here once again its believed he applies military discipline, strategic thinking, and communication finesse to civilian governance.
Away from public glare, Oguna is known to be a family man, married with children, and maintains a relatively private personal life, a rarity in Kenya’s high political environment.
His achievements span from military command, crisis communication, and executive administration, making him one of the few Kenyans to have successfully navigated the intersection of security, politics, and public trust.
From intelligence classrooms to national press podiums and now the corridors of county power, Cyrus Odhiambo Oguna’s journey reflects a steady evolution of service.
