From Fafi to Mogadishu:The long political journey of Barre Shilli,Kenya’s voice in Somalia

Barre Shilli, Kenya’s deputy Ambassador to Somalia, is one of the most enduring and influential political figures to emerge from the country’s North Eastern region.

Shilli is a man whose career mirrors the complex political, security and social history of Garissa and the wider frontier counties.

He was born in Garissa County and grew up in a region long shaped by marginalisation, cross border ties with Somalia and a strong tradition of communal leadership, experiences that would later define both his political instincts and diplomatic outlook.

Shilli pursued his higher education at the University of Nairobi, where he trained as a teacher, earning a Bachelor of Education degree.

Teaching was his first profession, and colleagues from that period describe him as disciplined, articulate and deeply interested in public affairs, traits that naturally pulled him toward leadership beyond the classroom.

His entry into politics was driven as he told Daily News Kenya-International in the past was largely by community pressure at a time when North Eastern Kenya had few strong voices at the national level, as well as by the influence of senior regional leaders who encouraged educated locals to seek elective office and represent pastoralist interests in Parliament.

Shilli entered national politics in the late 1990’s and made history in 1997 when he was elected Member of Parliament for Fafi Constituency.

He served two non consecutive terms as MP, first between 1997 and 2002, and later from 2013 to 2017, a rare comeback that underscored his resilience and continued relevance in local politics.

During his time in Parliament, he became particularly known for his work on national security and foreign affairs, serving on key parliamentary committees and emerging as a respected voice on Kenya–Somalia relations at a time when insecurity along the border was a major national concern.

As an MP, Shilli pushed for improved infrastructure, access to education and stronger government presence in remote parts of Fafi, often raising issues of roads, water, security deployment and social services on the floor of the House.

While development in the constituency faced persistent challenges, his tenure helped place Fafi and Garissa more firmly on the national agenda, especially on matters affecting pastoralist communities and cross border trade.

His parliamentary career eventually ended after the 2017 General Election, when shifting political alliances, internal party dynamics and local competition saw him lose the seat, closing a significant chapter in his elective politics.

Despite the loss, Shilli’s influence in Garissa and North Eastern politics did not fade.

He remained a key political elder, mediator and opinion shaper, consulted across clan and party lines, and widely viewed as a bridge between local leadership and the national government.

That stature, combined with his experience in security and foreign relations, later paved the way for his appointment to the diplomatic service under President William Ruto, a move that many observers saw as both strategic and symbolic.

As Kenya’s deputy Ambassador to Somalia, Shilli has brought his deep understanding of Somali culture, border politics and regional security to the diplomatic arena in Mogadishu, playing a role in strengthening bilateral ties, security cooperation and political dialogue between the two neighbours.

Known for his candid but measured public remarks, he has repeatedly stressed that “peace in Somalia is inseparable from peace in Kenya,” a line that has come to define his diplomatic philosophy and long held political stance.

A few weeks ago,a thanksgiving and welcome ceremony was held in Nairobi in his honour as Kenya’s Deputy Ambassador to Somalia.

The event was attended by guests among them Cabinet Secretary for Health Aden Duale and Ambassador Jabril Ibrahim Abdulle.

Also present were members of Parliament, ambassadors, senators, religious leaders, traditional elders, political aspirants, and representatives from various segments of society.

Speakers at the ceremony offered prayers and well wishes to Ambassador Shilli expressing confidence in his leadership and wishing him success in his new role.

They underscored the importance of his appointment in strengthening bilateral relations and advancing the shared interests of Kenya and Somalia.
