Deputy head of civil service Arthur Osiya has began meeting people in his Busia county in readiness to battle for the seat of Governor that’s currently held by the incumbent Paul Otuoma.
Today he was spotted in Busia town addressing gatherings and also visited former Labour minister and Nambale MP Philip Masinde at his Bulanda home.
