The County Government of Siaya has hosted officials from the Warehouse Receipt System (WRS) Council in a move aimed at strengthening agricultural storage, value chains, and market access for local farmers.
The courtesy call meeting was presided over by the County Secretary and Head of Public Service, Mr Joseph Ogutu, who received a delegation led by the Council’s Chief Executive Officer, Madam Lucy Komen.
Warehouse Receipt Systems allow owners of agricultural commodities to deposit their produce in certified warehouses and receive warehouse receipts as proof of ownership. These receipts may be negotiable or non-negotiable and can be used to facilitate trade, financing, and structured marketing of farm produce.

The meeting focused on exploring partnerships between the County Government of Siaya and the WRS Council to develop modern warehouses for agricultural produce across the county. The collaboration is expected to promote value chain development, minimise post-harvest losses, expand market access for locally produced commodities, and stabilise commodity prices for farmers.
Officials also discussed various warehousing models applicable to Siaya, including public and private warehousing, bonded warehouses, climate-controlled facilities, as well as smart and consolidated warehousing systems.
In attendance from the County Government were the County Executive Committee Member (CECM) for Agriculture, Mr Sylvester Kokoth, and his Trade counterpart, Ms Grace Agola. Also present were partners from Strategic Partnerships, the Kenya National Farmers Federation, and the House of Procurement.
The engagement underscores Siaya County’s commitment to modernising agriculture and improving farmer incomes through structured storage and marketing systems.
