From Patrol Boots to NPS Top Scholar:Dr. Vincent Makokha

Few senior police officers in Kenya combine command experience, academic excellence, spiritual leadership and officer welfare advocacy as effectively as Dr. Vincent Kinas Makokha.

Having served in the National Police Service for more than three decades.

Dr.Makokha has built a reputation as a disciplined commander, scholar and counselor whose influence stretches from frontline policing to the mental wellness of officers across the country.

The senior police boss joined the then Administration Police in 1991 and steadily rose through the ranks owing to his leadership abilities and commitment to service.

During his long career, he served in several strategic positions including Director of Planning, Research and External Linkages in the Administration Police Service, Deputy Chief Chaplain at the Administration Police Training College, Director of Curriculum Development and Evaluation, Central Regional Commander and later Director of Chaplaincy, Counselling and Psychosocial Support.

Following reforms that merged police welfare structures under the National Police Service, he assumed leadership of the Chaplaincy, Counselling and Psychosocial Support Directorate, becoming one of the leading voices on police mental health and welfare in Kenya.

His command credentials extend beyond chaplaincy.

Previously he served as Nyanza Regional Police Commander, one of the country’s most sensitive security assignments, after being appointed during a major police reshuffle.

He also served as Director of the National Police Reserve, where he contributed to strengthening community based security structures in vulnerable regions.

His tenure in command positions earned him recognition as a calm and strategic leader capable of managing complex security operations.

Academically, Dr. Makokha ranks among the most educated senior police officers in Kenya.

He holds a PhD in Public Administration from Kazian School of Management in India and another PhD in Religion from Laikipia University.

He also possesses a Master’s Degree in Governance from the Catholic University of Eastern Africa, an MBA from Bosco University, a Master of Arts in Biblical and Theological Studies from International Leadership University, a Bachelor of Arts in Theology from the University of Nigeria, Nsukka, as well as several postgraduate qualifications in leadership, theology, community policing and management from institutions in Kenya, Sweden and the United States.

One of Makokha’s greatest achievements has been championing mental wellness within the police service.

At a time when police officers faced increasing cases of stress, depression and work related trauma, he spearheaded counselling programmes, wellness conferences, psychological support systems and routine screening initiatives.

Under the directorate he heads, officers exposed to traumatic incidents receive counselling, debriefing and psychosocial support, helping reduce mental health-related crises within the service.

His philosophy has consistently emphasized that police officers are human beings facing the same challenges as other citizens.

Speaking during a mental wellness conference recently DNK-International was able to capture him saying that family issues, personal struggles and workplace pressures affect officers just as they do to other Kenyans,he underscored the need for compassion and professional support systems.

Dr.Makokha’s prominence on the national stage grew further when he was shortlisted and vetted for the position of Deputy Inspector General of the Kenya Police Service in 2024.

His appearance before the National Police Service (NPS) Commission placed him among the country’s most senior and experienced security professionals seeking to ascend to the highest levels of police leadership.

Although he did not secure that position, many within policing circles still regard him as a potential future Inspector General of Police because of his rare blend of operational experience, policy knowledge, academic credentials and commitment to officer welfare.

Security analysts argue that modern policing requires not only command authority but also an understanding of human behavior, mental health and institutional reforms,areas in which Makokha has demonstrated considerable expertise.

As Chaplaincy Director, he has consistently encouraged officers to uphold professionalism, integrity and respect for the rule of law.

One of his most notable public messages he challenged officers to faithfully execute their constitutional mandate of maintaining law and order in order to earn the trust and respect of society.

He has repeatedly advocated for God-fearing leadership, ethical conduct and service with dignity among members of the security forces.

Today, Dr. Vincent Makokha stands out as more than a senior police officer.

He is a scholar, counselor, commander and reform advocate whose career reflects the changing face of policing in Kenya.

For Dr.Makokha his contribution to strengthening police welfare, mental health support and professional leadership has already left a lasting mark on the National Police Service.

His journey from a young Administration Police recruit in 1991 to one of Kenya’s most respected security professionals remains an inspiring story of faith, education, discipline and public service.
