President William Ruto has announced a major welfare package for village elders across Kenya, pledging a monthly stipend of Sh3,000, training programmes, health insurance coverage, and modern smartphones to strengthen grassroots administration.
Speaking at State House, Nairobi, on Tuesday during a meeting with village elders drawn from across the country, the President said the elders will begin receiving the monthly stipend as part of the government’s recognition of their critical role in community leadership and service delivery.
Ruto also announced that all village elders will undergo structured training to enhance their capacity in governance, conflict resolution, and community mobilisation.
In addition, the Head of State said that from January 1, 2027, all village elders and their families will be enrolled under the Social Health Authority (SHA) programme to guarantee access to affordable healthcare.
To improve communication and reporting, the President further pledged that the government will provide the elders with modern smartphones to enable them to record incidents, relay information quickly, and support service delivery at the village level.
The meeting underscored the government’s commitment to strengthening grassroots governance by empowering village elders, who serve as a vital link between communities and the national government.
