For more than two decades, Canon Dr. Johnson Omuhunde Rwashote Byabashaija has been one of Uganda’s most influential security chiefs, overseeing the transformation of the Uganda Prisons Service from a traditional custodial institution into a correctional service focused on rehabilitation, skills development and reintegration of offenders into society.
He has served as Commissioner General of Prisons since 2005, making him one of the longest serving heads of a correctional service in East Africa.
He was born on September 27, 1957, in Kajumiro Village, Nyakishenyi Sub-county, Rukungiri District and is the first born in a family of seven children.
Byabashaija attended Nyakishenyi, Kamwezi and Mukyayi primary schools before joining Mutorere Secondary School for his O-Level education and later Makerere College School for A-Levels.
He graduated from the Veterinary School at Makerere University in 1982 with a degree in Veterinary Medicine before earning a Master of Science degree from the University of Glasgow in the United Kingdom in 1986.
Although trained as a veterinary doctor, Byabashaija initially taught Physics, Chemistry and Mathematics at Lakeside Secondary School in Luzira before joining the Uganda Prisons Service as a Cadet Assistant Superintendent.
His professional training at the Prisons Training School laid the foundation for a career that saw him steadily rise through the ranks, serving at Kigo Prison, heading prison farms, becoming Assistant Commissioner, Senior Assistant Commissioner, Deputy Commissioner General and eventually succeeding Joseph A.A. Etima as Commissioner General in 2005.
During his leadership according to prison authorities who talked to DNK-International in the capital Kampala,Uganda’s prison system has undergone extensive reforms centred on rehabilitation rather than punishment.
He has championed vocational training, formal education, prison agriculture, improved inmate welfare, infrastructure expansion and respect for human rights.
Under his watch, the service has expanded prison facilities, improved staff housing and strengthened rehabilitation programmes that prepare inmates for life after release.
The Uganda Prisons Service credits his tenure with accelerating reforms that have positioned it as a modern correctional institution with a vision of becoming Africa’s leading human rights-based correctional service.
Among his memorable public messages is his consistent emphasis that prisons should not merely punish offenders but transform them into responsible, law abiding and economically productive citizens.
He has repeatedly stated that rehabilitation and reintegration are central to justice and has urged prison officers to uphold professionalism, integrity and respect for human dignity.
In 2026, he also called for the accelerated implementation of Uganda’s parole system as a way of reducing congestion while strengthening rehabilitation efforts.
Away from public office, Byabashaija is a Lay Canon in the Church of Uganda and a poultry farmer.
He is married to Janipher Byabashaija, and the family has maintained a relatively private life despite his prominence in public service.
His distinguished career has earned him recognition within Uganda’s Justice, Law and Order Sector for his contribution to correctional reforms.
However, his tenure has also attracted criticism and controversy, including debates over contract renewals and international sanctions announced by the United States in 2023 over alleged human rights concerns, allegations he has not publicly admitted.
Despite the controversies, successive reappointments by President Yoweri Museveni underscore the government’s continued confidence in his leadership of the Uganda Prisons Service.
