Wilfred Odalo:The Mabatini MCA who prefers gumboots to suits eyeing Mathare seat 2027

By Our Correspondent,City Hall

Wilfred Oluoch Odalo is a familiar face in Nairobi’s political landscape, but unlike many politicians who thrive on public rallies and press conferences, the Mabatini Ward MCA has built his reputation around grassroots work, budget oversight and direct engagement with residents.

Odalo, who has represented Mabatini Ward in Mathare for 14 years, has survived changing political tides while maintaining a strong presence within the community.

His approach to leadership has largely centred on turning public resources into practical opportunities for residents, particularly young people.

One of his notable initiatives is what he describes as ward based labour, where residents, especially youth, are given opportunities to participate in local development projects.

Whether it involves drainage works, road maintenance or construction projects, Odalo has consistently argued that local residents should benefit directly from development taking place in their ward.

“Our goal wasn’t just to talk about the youth, but to put them to work,” Odalo has said, explaining his philosophy that employing one young person can help stabilise an entire family.

He has also repeatedly urged leaders to measure their performance by the impact of projects on the ground rather than by the number of speeches they make.

In remarks to residents, he has emphasised that leadership should be visible in improved roads, functioning drainage systems, better services and opportunities for young people.

His grassroots approach as established by Daily News Kenya-International has also earned him recognition, including the Swiss Poll International Award for Best Performing MCA in Kenya.

The recognition cited his performance in governance and representation, while residents have often pointed to his accessibility and willingness to respond to their concerns.

Supporters say one of Odalo’s strengths is his ability to move between policy discussions and neighbourhood level problem solving.

He is frequently seen inspecting projects, listening to residents and following up on complaints, often in gumboots rather than formal political attire.

The image has become part of his public identity and reflects his insistence that elected leaders should remain connected to the conditions faced by their constituents.

At the Nairobi County Assembly, Odalo has established himself as an influential figure in financial oversight.

He has served as Chairman of the Budget and Appropriations Committee for the past four years, playing a key role in scrutinising and shaping the county’s budget.

His influence within the Assembly was demonstrated when MCAs from both the Azimio and Kenya Kwanza sides re-elected him unopposed as Budget and Appropriations Committee chairman.

His deputy, Emily Oduor, has described his leadership style as being anchored on transparency and commitment to development.

The position has placed Odalo at the centre of debates over county spending, project prioritisation and accountability.

His supporters credit him with bringing a practical understanding of ward level needs to budget discussions, particularly the concerns of informal settlements and densely populated neighbourhoods.

Politically, Odalo remains closely associated with the Orange Democratic Movement (ODM).

Following his re-election as Budget chair, he thanked the party for its confidence in him and for giving him the opportunity to continue with the responsibilities entrusted to him.

His political journey has also been marked by resilience.

Remaining in elective office for more than a decade has required him to navigate internal party politics, changing alliances and the competing expectations of residents.

Through those changes, he has continued to present himself as a development focused representative whose primary political currency is performance.

After 14 years as a ward representative, however, Odalo is now setting his sights beyond the County Assembly.

He has expressed interest in contesting the Mathare parliamentary seat in the 2027 General Election against the incumbent Anthony Oluoch.

“Over the last 14 years, we have been doing well,” he told residents, promising to work even harder if given the opportunity to represent Mathare in Parliament.
His ambition is rooted in the argument that experience gained at ward and county levels can be used to pursue broader development for Mathare. He has indicated that his priorities would include employment opportunities, improved infrastructure, better public services and stronger representation of the constituency’s residents.

His political persona is therefore defined by a contrast: the budget strategist inside City Hall and the grassroots politician in the muddy streets of Mabatini.

For Odalo, leadership is not simply about speeches or political visibility, but about how public resources are allocated and whether ordinary residents can see tangible benefits in their neighbourhoods.

From budget documents at City Hall to gumboots in the alleys of Mabatini, Wilfred Oluoch Odalo has fashioned a political identity built around numbers, development and close contact with the people he represents.

His story is one of a local politician who has turned ward-level service, committee influence and personal accessibility into the foundation of a larger political ambition.
