From classroom to Vice-President:The rise of Jessica Alupo,Uganda’s iron lady of power

Jessica Rose Epel Alupo has emerged as one of the most powerful and influential women in Uganda’s modern political history.

She rose from humble beginnings in Katakwi District to become the country’s Vice President and a central figure in President Yoweri Museveni’s government who is now serving his 7th term and a long serving one in the region.

Jessica was born on May 23, 1974, in Aketa Village in eastern Uganda and her journey has been defined by discipline, resilience, patriotism and a steady climb through the ranks of public service.

She was raised during a period when Uganda was grappling with insecurity and political instability and grew up witnessing the struggles of ordinary citizens, experiences that would later shape her philosophy on leadership, governance and national stability.

Before entering politics, Alupo built a diverse professional career that distinguished her from many traditional politicians.

She first worked as a teacher after pursuing higher education, later becoming an instructor at a military training school before eventually serving in Uganda’s military intelligence services.

Her background in both education and security gave her a unique identity as a leader who understood both community development and state security structures.

Academically, she established herself as one of Uganda’s highly educated female politicians, earning a Bachelor of Arts degree in Political Science and Linguistics, a Diploma in Public Administration and Management, a Master’s degree in International Relations and Diplomacy and another Master’s degree in Public Administration and Management.

Her educational achievements would later strengthen her image as a technocrat capable of handling complex national responsibilities.

Jessica officially entered Uganda’s political arena in 2001 when she was elected Woman Member of Parliament for Katakwi District under the banner of the ruling National Resistance Movement (NRM).

Her rise within the ruling establishment was gradual but strategic, earning recognition as a disciplined and loyal cadre within the NRM system.

She later served as Minister of State for Youth and Children Affairs before being elevated to the powerful position of Minister of Education and Sports in 2011.

During her tenure at the Education Ministry, she pushed for reforms aimed at improving standards in public schools, increasing access to education and strengthening supervision within the education sector.

Though her time at the ministry faced criticism over examination performance and administrative challenges, supporters who talked to DNK-International in Kampala credit her for promoting accountability and discipline within Uganda’s education system.

Her defining political breakthrough came in June 2021 when President Museveni appointed her Vice President of Uganda following the general elections, making her one of the highest ranking women in East African politics.

The appointment was widely interpreted as both a reward for loyalty and recognition of her years of service within government.

To many Ugandan women, her elevation represented a historic moment that shattered long standing barriers in a political system largely dominated by men.

Coming from a rural background and rising through teaching, military intelligence and Parliament to reach the vice presidency,Jessica became a symbol of possibility for women and girls across Uganda.

Her rise strengthened debates about women leadership, gender inclusion and the growing role of women in national governance and security institutions.

Known for her calm demeanor, disciplined communication style and firm loyalty to the state,the Vice President has cultivated the image of a measured and strategic leader rather than a confrontational populist politician.

Her military background has often influenced her emphasis on order, patriotism and national stability.

Since assuming office as Vice President, she has played an active role in representing Uganda at regional and international events, mobilizing support for government programs, advocating for women empowerment and supporting peace and development initiatives, especially in eastern Uganda and the Karamoja region.

She has also become one of the most trusted senior figures within Museveni’s administration, frequently representing the President at official state functions and diplomatic engagements.

Despite occupying one of the most powerful offices in Uganda,Jessica has remained publicly cautious about discussing personal political ambitions.

However, political observers increasingly view her as one of the most strategically positioned figures within Uganda’s future leadership conversations due to her loyalty, experience, national visibility and strong ties within the ruling establishment.

Throughout her public life, she has consistently framed leadership as service rather than personal power, often emphasizing the importance of education, unity and peace in national development.

Among her memorable remarks is her assertion that “Education is the foundation upon which national transformation must stand,” a statement that reflected her passion for learning and reform during her tenure as Education Minister.

She has also repeatedly encouraged women to pursue leadership positions, once declaring that “Women should not fear leadership. They are capable of transforming communities and nations.”

Her speeches frequently stress that “Peace and stability are prerequisites for development,” reflecting the broader ideological messaging of the Museveni administration.

Today, Jessica Rose Epel Alupo stands as one of Uganda’s most recognizable female political figures,a woman whose journey from the classroom to military intelligence and ultimately to the vice presidency continues to inspire many across East Africa.

Her story is not only about political success but also about persistence, discipline and breaking barriers in spaces historically dominated by men.

As Uganda continues to navigate questions about its political future,Jessica remains one of the country’s most influential women and a central pillar within the current administration.
