From Texas Classrooms to Makueni Politics: The Journey of Prof. Philip Kaloki as He Eyes the Governor’s Seat

Prof. Philip Kaloki, one of Makueni County’s most experienced politicians and public administrators, has once again emerged as a key contender in the race for the county’s top seat.

The 65 year old politician was born on December 10, 1960 and is seeking the Makueni governorship seat on the United Democratic Alliance (UDA) ticket

He’s expected to face it off with the incumbent Mutula Kilonzo Jr of the Wiper Patriotic Front in the 2027 General Election.

Born in Kibwezi East, Kaloki attended Molemuni Primary School before joining Mutonguni Secondary School for his O-Level studies and Kilungu Day Secondary School for A-Level education.

He later moved to the United States, where he earned a Bachelor of Business Administration in Finance, Economics and Management from the University of Mary Hardin-Baylor in Texas before obtaining a Master’s degree in Business Management from Dallas Baptist University.

Kaloki crowned his academic journey with a PhD in Business Administration from the University of Nairobi and later undertook executive leadership training at Harvard Kennedy School.

Before joining elective politics, Kaloki built a distinguished academic career in the United States, serving as a lecturer, associate professor and eventually Professor of Business at Dallas Baptist University.

He also worked in university administration and later ventured into consultancy in governance, strategic management and international trade.

His political career began in earnest when he returned to Kenya and successfully contested the larger Kibwezi parliamentary seat in the 2007 General Election under the then ODM-Kenya party.

He represented the constituency from 2008 to 2013 before Kibwezi was split into Kibwezi East and Kibwezi West under the 2010 Constitution.

During his tenure, Kaloki served on several influential parliamentary committees, including Finance, Planning, Trade and Tourism, Energy and Communication, and the Speaker’s Panel.

Kaloki is widely credited by supporters for spearheading major development projects during his five-year stint as MP.

Among the projects frequently associated with his leadership are the construction of dozens of schools, expansion of electricity connectivity, establishment of health facilities, drilling of boreholes, extension of water from Umani Springs to several towns, and championing the establishment of the South Eastern Kenya University College in Mtito Andei.

After leaving Parliament, former President Uhuru Kenyatta appointed him Chairman of the Kenya Medical Training College (KMTC) Board, where he served for several years.

During his tenure from multiple sources who talked to DNK-International he’s remembered for the rapid expansion of the institution, with KMTC increasing its campuses nationwide and significantly growing student enrolment.

Under his leadership, the college expanded from fewer than 30 campuses to more than 70 across the country, including the establishment of several campuses in Makueni County, helping increase access to medical training and healthcare professionals.

Kaloki has unsuccessfully contested several elective positions over the years.

He vied for the Makueni governorship in 2013 and later sought the Kibwezi East parliamentary seat in 2017 but was unsuccessful.

In the 2022 General Election, he returned to the national political scene after being picked by Polycarp Igathe as his running mate in the Nairobi gubernatorial race under the Azimio coalition.

The pair lost to Johnson Sakaja of Kenya Kwanza. Following the election, Kaloki also unsuccessfully sought the position of Speaker of the Makueni County Assembly.

In 2026, Kaloki shifted his political allegiance by leaving the Wiper Patriotic Front of Kalonzo Musyoka and joined President William Ruto’s UDA, saying residents had urged him to seek the Makueni governorship on the ruling party’s ticket.

The move positioned him as one of the most prominent UDA figures in the Ukambani region ahead of the 2027 elections.

Kaloki during an interview with our crew recently in the county said that he maintains a cordial working relationship with President Ruto, particularly after joining UDA, and has publicly expressed confidence that working with the national government would accelerate development in Makueni.

At the same time, he was previously associated with Musyoka’s political camp through ODM-Kenya and later Wiper before their political paths diverged.

His decision to leave Wiper marked a significant realignment in Ukambani politics.

Throughout his campaigns, Kaloki has consistently projected himself as a development oriented leader.

He frequently argues that the transformation he oversaw at KMTC demonstrates the kind of leadership he would bring to Makueni.

His campaign focuses on strengthening healthcare, improving agriculture, expanding water and sanitation services, upgrading roads and creating opportunities for young people through accountable and people centred governance.

His recurring message has been that leadership should be measured by tangible development rather than political rhetoric.

Kaloki has also received national recognition for public service, including the Moran of the Order of the Burning Spear (MBS) and later the Elder of the Order of the Burning Spear (EBS).

As the 2027 Makueni gubernatorial contest gathers momentum, Prof. Philip Kaloki hopes his blend of academic excellence, legislative experience and record in public administration will convince voters that he possesses the leadership, skills and competence needed to steer the county into its next phase of development.
