Education Cabinet Secretary Julius Migos Ogamba has emerged as one of the key figures in President William Ruto’s administration, steering the country’s education sector through a period marked by reforms, challenges and national tragedies.
Ogamba built his reputation as a seasoned lawyer and corporate governance expert long before entering Cabinet.
He holds a Bachelor of Laws (LLB) degree from the University of Nairobi and later pursued postgraduate legal training, earning admission as an Advocate of the High Court of Kenya.
Over the years, he established himself in legal practice and corporate leadership, serving in senior positions across various institutions.
His legal background exposed him to commercial law, governance, regulatory compliance and public policy matters, making him one of the country’s respected legal minds.
Before joining government, Ogamba was widely known in education circles through his leadership role as Chairman of the Council of the University of Nairobi, where he became involved in major governance and management issues affecting the institution.
His experience in handling legal disputes, institutional reforms and leadership challenges within the university sector is believed to have strengthened his credentials for public office.
His appointment as Education Cabinet Secretary in 2024 came during a major political reorganization by President Ruto following nationwide protests and the formation of the Broad-Based Government.
Ogamba was among professionals and technocrats brought into Cabinet as part of efforts to broaden representation and stabilize governance.
Political observers viewed his appointment as a reward for his extensive governance experience, legal expertise and understanding of higher education management.
Since taking office, Ogamba has overseen implementation of the Competency Based Curriculum (CBC), management of university funding reforms, recruitment of teachers and efforts aimed at improving education standards.
He has also played a central role in negotiations involving university lecturers and education stakeholders, repeatedly emphasizing dialogue and continuity of learning.
However, perhaps the most defining moment of his tenure came this Wednesday morning following the devastating dormitory fire at Utumishi Girls Academy in Gilgil, Nakuru County, which claimed the lives of 16 students and left dozens injured.
The tragedy shocked the nation and placed the Education Ministry under intense scrutiny.
Ogamba personally visited the school, coordinated government response efforts and provided regular updates to the public.
He confirmed that 16 learners had died while 79 sustained injuries, with several requiring specialized treatment.
He ordered the closure of the institution, assured parents of government support and pledged a thorough investigation into the disaster.
As investigations progressed, Ogamba disclosed that preliminary findings pointed to arson and revealed that two teachers had reportedly received information about planned unrest before the fire but failed to act.
He supported criminal investigations and vowed accountability for anyone found responsible.
His handling of the crisis, including engagement with grieving families and oversight of identification processes for the victims, became one of the most closely watched moments of his leadership.
Among his memorable public remarks was his description of the Gilgil tragedy as “a sad day” for the country, while stressing the need to account for every learner and establish the truth behind the fire.
He has consistently argued that schools must remain safe spaces for children and that adherence to safety regulations is non-negotiable.
Some of his colleagues who talked to DNK-International have described Ogamba as a measured, methodical and firm in decision making, qualities largely shaped by his legal background.
Supporters view him as a technocrat focused on systems and governance, while critics argue that the education sector still faces major challenges requiring faster reforms.
Nevertheless, his journey from the legal profession to one of the country’s most demanding Cabinet positions reflects a career built on law, governance and public service.
Today, Julius Ogamba stands as one of the most influential figures in Kenya’s education landscape, with his legacy likely to be judged by how effectively he reforms the sector, addresses long standing safety concerns in schools and responds to crises such as the heartbreaking loss of 16 young lives at Utumishi Girls Academy.
