Cecily Mutitu Mbarire,the Governor of Embu has had a remarkable political careers, rising from a young activist to become the first woman elected Governor of Embu County and the National Chairperson of the ruling United Democratic Alliance (UDA).
She was born on boxing day (December 26, 1972) and has spent more than two decades in public service, earning a reputation as one of the country’s most influential female politicians.
Born in Ndamunge village in Runyenjes Constituency, Embu County, Mbarire who spoke to DNK-International said that she was inspired by politics from an early age.
Her late father, Joseph Njagi Mbarire, served as Embu North Member of Parliament between 1974 and 1983, while her mother was a respected primary school teacher.
Growing up in a politically active family exposed her to leadership and public service, planting the seeds for a future career in politics.
She attended Sacred Heart Kyeni Girls High School before joining Egerton University, where she graduated with a Bachelor of Arts degree in Economics and Sociology.
She later pursued a Global Executive Master of Business Administration at the United States International University (USIU), strengthening her leadership and management credentials.
During her university years, she served as chairperson of the Egerton University Students Association, where her leadership qualities first came to the fore.
Before entering elective politics, Mbarire worked as Programme Coordinator for Youth Agenda within the Social Democratic Party (SDP), led by Charity Ngilu.
Her role involved mobilising young people and advocating for greater youth participation in governance.
Her performance caught the attention of the National Rainbow Coalition (NARC), which nominated her to Parliament in 2002 at the age of 30, marking the beginning of her national political journey.
After serving one term as a nominated MP, Mbarire sought elective office and won the Runyenjes parliamentary seat in the 2007 General Election.
She successfully defended the seat in 2013, overcoming stiff competition in a constituency that had long been dominated by male politicians.
Throughout her parliamentary career, she served as Assistant Minister for Transport and later Assistant Minister for Tourism, while also holding leadership positions in the Kenya Women Parliamentary Association (KEWOPA).
Her biggest political breakthrough came in 2022 when she contested the Embu gubernatorial seat on a UDA ticket.
She defeated several male contenders, including experienced politicians, to become Embu’s first female Governor.
Her victory was widely viewed as a milestone for women in Kenyan politics, proving that female candidates could successfully compete for county leadership positions traditionally occupied by men.
Away from politics, Mbarire is married to Denis Apaa, who hails from Teso, and together they have a family.
She has often acknowledged the support of her family in balancing public service with personal responsibilities.
Her rise within UDA culminated in her appointment as the party’s National Chairperson, making her one of the most powerful figures in the country’s ruling political outfit.
Her experience in Parliament, organisational skills and loyalty to the party leadership positioned her as a trusted ally of President William Ruto, who is also UDA Party Leader.
The two have maintained a close working relationship, with Mbarire frequently defending the government’s development agenda while mobilising support for the party across the country.
As Governor, Mbarire has prioritised healthcare, agriculture, infrastructure, education and youth empowerment.
Her administration has overseen improvements at Embu Level Five Hospital, expanded bursary programmes, promoted value addition for coffee and tea farmers, and supported investment in markets, roads and industrial development.
Supporters in Embu who talked to our reporter credit her administration with enhancing service delivery and positioning Embu as an attractive destination for investment.
Like many prominent leaders, she has also faced challenges, including intense political rivalry, criticism over county governance, the pressures of leading a county while chairing the ruling party, and the broader challenge of overcoming gender stereotypes in a male dominated political landscape.
Despite these obstacles, she has remained a key national political figure.
Mbarire has consistently championed women’s leadership, urging women to pursue elective office without fear.
Among her memorable messages is her call for inclusive leadership and her pledge that no resident of Embu should be left behind in development.
She has repeatedly encouraged women and girls to believe in their leadership potential and to actively participate in decision making.
Her political future remains a subject of public interest.
Although she has not formally announced her 2027 plans, political observers widely expect her to seek a second term as Embu Governor while continuing to play a central role in UDA’s national campaigns.
To the people of Runyenjes, Mbarire remains a leader who rose from their community to national prominence.
To Embu residents, she represents a historic barrier breaker who became the county’s first female governor.
While to UDA members, she is one of the party’s most senior officials and a trusted lieutenant of President Ruto.
Above all, her journey stands as an inspiration to women and girls across Kenya, demonstrating that determination, education, resilience and consistent public service can overcome traditional barriers and open doors to the highest levels of political leadership.
