Kampala’s Longest Serving Lord Mayor Erias Lukwago and fierce critic of Uganda President Yoweri Museveni

Veteran Ugandan opposition politician and lawyer Erias Lukwago remains one of the most recognizable figures in Uganda’s political landscape.

He’s known for his fierce legal battles against government actions and his outspoken criticism of President Yoweri Museveni’s administration.

He was recently abducted and arrested by government operatives allegedly on instructions of the head of Uganda military Muhoozi Kainerugaba and was due to be set free yesterday but reports from here Kampala he’s still in the hands of security services.

Lukwago has built a reputation as one of the country’s most resilient opposition leaders.

He was norn on May 11, 1970, in Kabungo Village, present day Kalungu District and he grew up in a large family where he developed an early interest in leadership and public affairs.

He pursued legal studies at Makerere University, where he earned a Bachelor of Laws (LLB) degree before obtaining a Diploma in Legal Practice from the Law Development Centre.

The Former Mayor later on acquired a Certificate in Advocacy Skills from the International Law Institute, strengthening his credentials as a legal practitioner.

After completing his studies, Lukwago established Lukwago & Co. Advocates in 1998 and became a prominent constitutional and human rights lawyer.

His legal practice earned him national recognition as he represented political activists, opposition leaders and ordinary citizens in high profile cases involving civil liberties and constitutional rights.

His entry into active politics came through the Democratic Party (DP), where he served as the party’s National Legal Adviser.

In 2005, he won election as Member of Parliament for Kampala Central Constituency, serving on the Parliamentary Committee on Legal and Parliamentary Affairs and the Local Government Accounts Committee.

He also served as Shadow Minister for Justice and Constitutional Affairs.

Lukwago’s biggest political breakthrough came in 2011 when he resigned from Parliament to contest for the newly created position of Lord Mayor of Kampala under the Kampala Capital City Authority (KCCA).

Running as an independent candidate with strong opposition backing, he defeated his rivals and became Kampala’s first Lord Mayor under the new city governance structure.

He would go on to dominate Kampala politics for the next 15 years.

Lukwago was re-elected in 2016 with a landslide victory and again in 2021, he served three consecutive terms as Lord Mayor, making him one of the longest serving city leaders in Kampala’s history.

His tenure, however, was marked by constant confrontations with the central government and KCCA administrators appointed by President Museveni.

The most dramatic moment of his mayoral career came in 2013 when KCCA councillors voted to impeach him on allegations of incompetence and abuse of office.

Lukwago challenged the decision in court and was reinstated by the High Court, a victory that further enhanced his image as a political fighter unwilling to back down.

His supporters who talked to DNK-International credit Lukwago with defending the interests of ordinary Kampala residents, market traders, taxi operators and low income communities against policies they considered unfair.

Throughout his tenure, he consistently advocated for accountability, transparency and protection of urban livelihoods.

Critics, however, accused him of excessive political confrontation and focusing more on opposition politics than city administration.

Lukwago’s relationship with President Museveni’s National Resistance Movement (NRM) government has been turbulent for more than a decade.

He frequently accused the government of undermining elected leaders in Kampala by transferring executive powers to presidential appointees.

His public disputes with former KCCA Executive Director Jennifer Musisi and successive Kampala ministers became defining features of his administration.

Over the years, he became a close political ally of opposition icon Kizza Besigye and increasingly positioned himself among the most vocal critics of the Museveni administration.

In 2020, he formally joined the opposition Forum for Democratic
Change (FDC) after years of cooperation with the party.

He later became a leading figure in the People’s Front for Freedom (PFF), a political formation associated with Besigye and other opposition activists.

Among his most memorable political characteristics has been his willingness to challenge government actions through the courts.

His speeches often emphasize constitutionalism, rule of law, democracy and resistance to what he describes as authoritarian governance.

His legal background earned him the reputation of being one of Uganda’s most effective courtroom politicians.

In his personal life, Lukwago is married to Zawedde Lubwama Lukwago, a lawyer.

The couple has six children, including twins, and has maintained a relatively private family life despite his high profile political career.

His long reign as Kampala Lord Mayor finally ended in January 2026 when he was defeated by Ronald Balimwezo Nsubuga.

The loss brought to a close a 15 year chapter in Kampala’s political history.

Following his departure from City Hall, Lukwago returned to full time legal practice while remaining active in opposition politics.

Political observers believe Lukwago’s future remains firmly tied to Uganda’s opposition movement.

With his legal expertise, extensive political experience and close association with Dr. Besigye, he is widely expected to continue playing a major role in Uganda’s democratic struggles and could yet seek higher national office if political circumstances permit.

Whether admired as a defender of the common citizen or criticized as a perpetual government critic, Erias Lukwago’s place in Uganda’s political history is firmly established.

His career has been defined by legal battles, political resilience, electoral success and an unwavering determination to challenge those in power.
