Cabinet Secretary for Public Service, Human Capital Development and Special Programmes, Geoffrey Kiringa Ruku, has emerged as one of the most visible and hands on figures in President William Ruto’s administration.
He has earned a reputation for surprise inspections, strict accountability measures and an uncompromising stance on public service delivery.
Ruku was born in Embu County in 1980.
The 46 year old administrator, businessman and politician rose from humble beginnings to become a key member of Kenya’s Cabinet.
From an early interview with DNK-International,the CS revealed that his leadership journey began early, serving as a school captain during his primary and secondary education at Siakago Boys High School.
Ruku holds a Bachelor of Commerce degree from the Catholic University of Eastern Africa, a Postgraduate Diploma in International Relations and Diplomacy from the University of Nairobi, and a Master of Business Administration (MBA) in Finance from the same institution.
His academic background equipped him with expertise in finance, diplomacy, public administration and management.
Before joining elective politics, Ruku built an extensive professional career in both the public and private sectors.
He worked as a lecturer at the Technical University of Kenya,had a work engagement at the Embassy of Israel in Kenya, and later ventured into climate finance consultancy, facilitating carbon-credit projects across several African countries.
Ruku also founded Climate Pal Limited and Carbon Manna Africa Limited, among other enterprises, establishing himself as a respected entrepreneur and development consultant.
His political journey has been marked by resilience and persistence.
He first contested the Mbeere North parliamentary seat in 2013 but lost.
In 2017, he unsuccessfully sought the Embu Senate seat.
Undeterred, he returned in the 2022 General Election and won the Mbeere North parliamentary seat on a Democratic Party ticket after securing 17,069 votes, becoming the party’s only elected Member of Parliament.
His victory was attributed to grassroots mobilisation, development focused campaigns and strong alignment with the Kenya Kwanza agenda.
During his tenure as MP, Ruku became one of President William Ruto’s most vocal defenders in Parliament and an active campaigner for government policies.
His unwavering loyalty to the administration elevated his national profile and positioned him as one of the emerging political figures from the Mt Kenya East region.
Political observers also credit his energetic grassroots campaigns and mobilisation efforts in Embu politics, including support for local leaders allied to the Kenya Kwanza administration, with strengthening his influence in the region.
On March 26, 2025, President Ruto nominated him to replace former Public Service CS and Attorney General Justin Muturi when he resigned from the government.
Following parliamentary vetting and approval, Ruku was sworn into office on April 17, 2025, becoming Cabinet Secretary for Public Service, Human Capital Development and Special Programmes.
Since assuming office, Ruku has distinguished himself through an energetic and hands-on management style.
Rather than relying solely on reports from subordinates, he frequently conducts impromptu inspections of government offices, Huduma Centres and public institutions to assess first hand service delivery.
He has repeatedly emphasized adherence to Article 232 of the Constitution, which outlines the values and principles of public service, insisting that civil servants must serve citizens efficiently, professionally and with integrity.
One of his most notable moments came during a surprise inspection tour of government offices in Garissa, where he found several workstations deserted during official working hours.
The visibly frustrated Cabinet Secretary revealed that only one cashier was present while many citizens waited unattended for services.
He condemned absenteeism and reminded public servants that government offices exist to serve wananchi, declaring that delayed service delivery was unacceptable.
Ruku has also championed reforms aimed at enhancing accountability within the public service, including plans to introduce digital systems for monitoring attendance and productivity among civil servants.
He argues that public servants must justify the trust and resources invested in them by taxpayers through measurable performance and timely service delivery.
Among his most memorable remarks is his insistence that public officers must “work hard for the people of Kenya” and that timeliness, efficiency and citizen centred service are non negotiable principles in government operations.
He has repeatedly stated that public offices belong to citizens and not to the officials who occupy them.
As he continues to settle into Cabinet, Geoffrey Ruku is increasingly being viewed as one of the administration’s most proactive ministers.
Supporters describe him as a reform minded leader,a man who loves fine wine,determined to restore discipline and efficiency in government, while critics continue to scrutinise his rapid rise and ambitious reform agenda.
Nonetheless, his transition from lecturer, diplomat and entrepreneur to Member of Parliament and now Cabinet Secretary reflects a career built on persistence, loyalty and a strong focus on public service.
