For more than six years, Philip Mainga has been one of the most influential figures in Kenya’s transport sector, overseeing the revival and expansion of the country’s railway network while surviving changes in political leadership that have seen many heads of State corporations shown the door.
However, the veteran engineer’s long reign at the Kenya Railways Corporation has now been thrown into uncertainty after the Employment and Labour Relations Court temporarily barred him from exercising the powers of Managing Director and Chief Executive Officer pending the determination of a petition challenging the legality of his continued stay in office.
Although Mainga has maintained a relatively low public profile, he has built a reputation as a technocrat whose career has revolved around engineering, transport infrastructure and project management.
Mainga who hails from Makueni County, holds a Bachelor of Science degree in Civil Engineering from the University of Nairobi and also undertook postgraduate studies in engineering and infrastructure management which equipped him with the technical expertise that shaped his professional career.
Before joining Kenya Railways, Mainga worked for many years in the engineering and infrastructure sectors, handling major transport projects in both the public and private sectors.
His extensive experience in civil engineering, road construction and project implementation earned him recognition within government circles before he was appointed Acting Managing Director of Kenya Railways in 2018.
His appointment was confirmed substantively in February 2020 before his contract was renewed for another three-year term in 2023.
During his tenure, Mainga from media reports that was also captured by DNK-International presided over one of the busiest periods in the history of Kenya Railways.
Under his leadership, the Standard Gauge Railway (SGR) recorded improved passenger numbers and cargo volumes, while the corporation accelerated the rehabilitation of the metre-gauge railway network.
His tenure also pushed forward commuter rail expansion within Nairobi, introduced modern ticketing systems, strengthened partnerships with Chinese railway firms and supervised planning for the proposed extension of the SGR from Naivasha towards Kisumu and Malaba.
His supporters credit him with restoring confidence in rail transport and positioning Kenya Railways as a key driver of regional trade and logistics.
One of the most remarkable aspects of Mainga’s career has been his political survival.
He served during the final years of former President Uhuru Kenyatta’s administration and seamlessly retained his position after President William Ruto assumed office in 2022.
Despite changes in Cabinet Secretaries and government priorities, Mainga remained firmly in charge of the corporation, making him one of the longest serving chief executives in a major State corporation.
Observers attribute his longevity to his technocratic approach, avoidance of partisan politics, consistent delivery of flagship infrastructure projects and ability to maintain cordial working relationships with successive administrations.
His tenure has nevertheless attracted criticism and legal challenges.
Questions have repeatedly been raised over procurement processes, governance, transparency and the management of multibillion shilling railway projects, particularly those linked to the Standard Gauge Railway.
Several petitions have sought to challenge his continued stay in office, culminating in the latest court orders temporarily restraining him from performing the functions of Managing Director pending the hearing and determination of the case.
The dispute largely centres on whether his lawful term expired and whether any extension complied with the Government Owned Enterprises Act, 2025.
Unlike many public officials, Mainga has rarely courted headlines through fiery political statements.
Instead, he is widely remembered for consistently describing rail transport as the backbone of Kenya’s economic transformation and emphasising that efficient railway systems reduce the cost of doing business, decongest roads and stimulate industrial growth.
His public appearances have largely focused on infrastructure development, safety and investment rather than political commentary.
Despite recurring speculation within Makueni County politics, there is unconfirmed reports that Mainga may be interester in vying for an elective seat in the 2027 General Election.
While his name occasionally features in local political discussions because of his professional stature and home county, he has neither announced nor confirmed plans to vie for a seat.
Away from public office, Mainga is regarded as a career engineer who prefers a quiet lifestyle, with much of his public identity revolving around transport infrastructure and railway development.
His future at Kenya Railways now depends on the outcome of the court proceedings.
Whether he ultimately returns to office or exits after years at the helm, his tenure will be remembered for overseeing the continued operational growth of the Standard Gauge Railway, expansion of commuter rail services and renewed focus on modernising Kenya’s railway network, even as questions surrounding governance and tenure continue to cast a shadow over his legacy.
