David Kipsang Keter, popularly known as “Dollarline,” has finally achieved his long held political dream after being elected the new Member of Parliament for Emurua Dikirr Constituency under the ruling United Democratic Alliance (UDA) party.
His win marks the end of years of long political journey defined by persistence, resilience and grassroots mobilisation.
Keter won the highly emotional by election conducted following the death of area MP Johana Ng’eno in a helicopter crash earlier on February 28.
He secured 18,266 votes to defeat his closest rival Vincent Kibet Rotich of the Democracy for Citizens Party (DCP), who garnered 10,760 votes, in a race closely watched across Narok County and the larger South Rift region.
Keter was born in 1970 in the Chelemei area of Kapsasian Ward in Narok County and built his name and influence through business long before entering Parliament.
Many residents across Narok, Kericho, Nakuru, Bomet and Nairobi came to know him through his petroleum distribution business empire, which earned him the nickname “Dollarline.”

Apart from the fuel business, he also invested heavily in commercial farming, especially the rearing of Dorper sheep and Sahiwal cattle, becoming one of the region’s best known entrepreneurs.
Although details of his formal education and professional training could be immediately obtained by DNK-International,Keter is widely regarded as a self made businessman whose experience has mainly revolved around entrepreneurship, networking, mobilisation and community empowerment.
Supporters say he has over the years assisted many young people to secure opportunities in institutions such as the Kenya Police Service (KPS), Kenya Defence Forces (KDF) and Teachers Service Commission (TSC) through mentorship and connections developed during his years in leadership circles.
Keter’s political journey dates back to 2007 when he joined a group of political mobilisers who backed the late Johana Ng’eno in the then Kilgoris parliamentary contest.
Although Ng’eno lost that election, Keter emerged as one of the influential grassroots strategists in Trans Mara politics.
Ironically, the two later became political rivals after the creation of Emurua Dikirr Constituency in 2013.
Dollarline contested the parliamentary seat in 2013, 2017 and 2022 but lost all three elections to Johana Ng’eno, finishing second every time.
Despite the repeated defeats, he remained active on the ground, steadily building networks and consolidating support across Kapsasian, Mogondo, Ilkerin and Ololmasani wards.
Political observers often described him as one of the most patient and determined politicians in Narok politics.
His major breakthrough came during the fiercely contested UDA nominations in March 2026, where he narrowly defeated Bernard Kipkoech Ng’eno, a former aide to the late MP Johana Ng’eno. Keter garnered about 13,749 votes against Bernard’s 13,394 votes in one of the closest nominations in the region.
His victory was later celebrated by senior UDA leaders and supporters who viewed him as the party’s strongest candidate for the by-election.
Throughout the campaigns, Keter positioned himself as a development oriented leader focused on improving roads, water access, agriculture, youth employment, health services and education.
Supporters argued that his business background and economic influence would help him attract development and investments into the constituency.
Following his election victory, celebrations broke out across parts of Emurua Dikirr as supporters hailed his win as a reward for years of political perseverance.
Residents expressed optimism that his leadership would help unite the constituency after months of mourning and political uncertainty following Johana Ng’eno’s death.
Many locals have also expressed hope that Keter will complete projects initiated by the late MP, especially those touching on roads, schools, health facilities and youth empowerment programmes.
The new MP now faces the huge task of stabilising leadership in the constituency while ensuring continuity of stalled development projects.
He will also be expected to address major concerns affecting residents, including unemployment, poor road infrastructure, water shortages and agricultural market challenges.
Political analysts say his leadership will now be tested on whether his long experience in business and grassroots politics can translate into effective parliamentary representation.
After winning the by election, Keter stated that the people of Emurua Dikirr had “spoken through the ballot,” while emphasizing that his focus would remain on peace, unity and development.
His rise from businessman and political mobiliser to Member of Parliament has now become one of the most talked about political comeback stories in Narok County, with many keenly watching whether David “Dollarline” Keter can turn years of ambition and persistence into meaningful development for the people of Emurua Dikirr.
