Personality of the day From intelligence officer to Presidential guard Commander: The rise of Atem S.K. Mayar, Salva Kiir’s Son

By Our Correspondent,Juba

Major General Atem Salva Kiir Mayar, the son of South Sudanese President Salva Kiir Mayardit, has emerged as an increasingly prominent figure within the country’s security establishment following his appointment as commander of the elite Presidential Guard.

The unit is also known as the Tiger Division, one of the country’s most sensitive military formations.

His elevation to the command of a unit entrusted with protecting the head of state has attracted considerable public attention, not only because of the strategic importance of the position but also because of his close family relationship with President Kiir.

At 36,Atem’s rise represents a significant development in the growing visibility of members of the president’s family within South Sudan’s political and security institutions.

Atem reportedly joined South Sudan’s security services in 2012, beginning his professional career in the National Security Service (NSS), rather than entering directly into the conventional army.

Over the years, he progressed through the national security establishment, eventually becoming a brigadier general and taking up senior responsibilities within the Internal Security Bureau of the NSS.

Before his latest appointment, Atem served as commander of the Special Force within the Internal Security Bureau, a position that placed him within an important component of South Sudan’s intelligence and internal security architecture.

His experience in that institution reportedly contributed to his growing prominence within the country’s security system.

His military career reached a new milestone in September this year when he was promoted to major general and appointed commander of the Tiger Division.

The appointment was announced on September 8 and he formally assumed command on September 11 during a handover ceremony held at Giada military headquarters in Juba.

He replaced Major General Deng Madhang.

The appointment was confirmed to Daily News Kenya-International here in Juba by Colonel Garang Ateny Alier, the SSPDF’s assistant director of information and public relations.

According to reports, Atem was also expected to continue serving as commander of the Special Forces until further notice.

His appointment places him at the head of a military formation with direct responsibility for presidential protection and the security of other senior government officials.

The Tiger Division, which operates under the South Sudan People’s Defence Forces (SSPDF), plays an important role in safeguarding the president, the presidency and other key state institutions.

As commander, Atem is responsible for overseeing the division’s personnel, maintaining military discipline, coordinating command responsibilities and ensuring that the formation fulfils its assigned security mandate.

His position therefore places him within the immediate institutional structure responsible for protecting President Kiir, who is also his father.

The relationship between the commander and the president has consequently generated public discussion about family connections, military appointments and the concentration of sensitive security responsibilities within the presidential establishment.

While his supporters may view his appointment as a military career progression, questions have also emerged about the transparency of senior military promotions and the criteria used in appointing officers to strategically important positions.

The SSPDF has defended the appointment, with military spokesperson Colonel Garang Ateny Alier reportedly maintaining that Atem’s assignment was made through the military command structure and was not simply a consequence of being the president’s son.

The debate nevertheless reflects wider discussions in South Sudan about institutional independence, professional qualifications and the involvement of presidential family members in important government positions.

In his remarks after assuming command, Atem reportedly emphasised discipline, cooperation, professionalism and reforms within the military formation.

He pledged to work closely with commanders and soldiers to address their concerns, improve working conditions and strengthen discipline.

“I am committed to working closely with commanders and our troops to address their concerns, improve working conditions, strengthen discipline, and support meaningful reforms,” he was quoted as saying.

He further stated: “As I assume this responsibility, I remain committed to professionalism, unity, and service to our country.”

The remarks, reported by South Sudanese media following the September 11 handover ceremony, outlined some of the priorities he intended to pursue under his leadership of the Tiger Division.

His emphasis on troop welfare, discipline and institutional reform came at a time when the country’s security forces continued to face questions about professionalism, command structures and their role in maintaining national stability.

Atem is not the only child of President Kiir to have attracted attention through involvement in government institutions.

His siblings, Thiik Kiir Mayardit and Mayar Kiir Mayardit, have been reported to hold diplomatic positions within the Ministry of Foreign Affairs, while his sister, Adut Salva Kiir, was appointed Senior Presidential Envoy for Special Programmes in August 2025.

The growing visibility of members of the presidential family in public institutions has attracted debate about political influence, public appointments and the future of leadership in South Sudan.

However, President Kiir has not officially declared Atem his political successor, and his appointment as commander of the Presidential Guard should not, in itself, be interpreted as an indication that he is being prepared to succeed his father.

Atem now occupies one of the most strategically important positions within South Sudan’s security establishment.

His professional journey, from joining the National Security Service in 2012 to commanding the Presidential Guard in 2026, reflects his progression through two important components of the country’s security architecture: intelligence and military protection.

His new responsibilities place him at the centre of the security arrangements surrounding the presidency and the country’s head of state.

Yet his appointment also raises broader questions about military professionalism, transparency, merit based promotions and the relationship between family ties and public responsibilities.

For now, Atem’s rise from the intelligence establishment to the command of the Tiger Division makes him an increasingly important figure in South Sudan’s security landscape.

Whether his military career will expand into wider public or political responsibilities in the future remains uncertain, but his current position ensures that his role within the country’s security establishment will continue attracting public and political attention.
